The author of over 100 papers on higher education issues, he took part in World Bank projects designed to improve education standards in many world regions, and served as the Vice President of Peking University at the time of Projects 985 and 211 (Chinese academic excellence initiatives similar to Russia’s Project 5-100).
Interests: state policies and regulation, economics and management of higher education.
BA from Beijing Normal University (1982), two MAs (1984, 1985) and Ph.D. (1987) at Stanford (USA) in Educational Administration and Organizational Sociology.
