1984-1997 – Researcher at the Central Research Laboratory of Labour Resources of the R&D Institute of Labour and the Russian Academy of Sciences’ Employment Problems Institute.

1997-1999 – Social Programs Director, Reformugol Foundation.

1999-2001 and 2002-2008 – Director, Social Policy and Human Resources Department; Deputy Director General for Human Resources and Social Policy at Norilsk Nickel Mining and Metallurgical Company.

2001 – Deputy Governor for Social Issues, Taimyr (Dolgano-Nenets) Autonomous Area.

July 2008-December 2010 – President of the All-Russian Inter-industry Association of Employers – National Alliance of Nickel and Precious Metals Manufacturers; Board Chairperson at the Soglasiye Insurance Company.  

December 2010-May 2012 – Deputy Mayor of Moscow for Education and Healthcare and Member of the Moscow Government.

May 21, 2012 – Appointed Deputy Prime Minister by Presidential Executive Order.
