On 17-18 October, St. Petersburg hosted a meeting of the International Council on Global Competitiveness Enhancement of Russian Universities among Global Leading Research and Education Centers chaired by the Minister of Education and Science of the Russian Federation – Dmitry Livanov.

The meeting was attended by Russian and foreign members of the Council, including Andrei Volkov (Advisor to the Minister of Education and Science of the Russian Federation, Professor of the Moscow School of Management SKOLKOVO), Oleg Alexeev (Advisor of the Department of High-Tech Assets of the Renova Group of Companies), Philip Altbach (Director of the Boston College Center for International Education), Weifang Min (Executive President of the Chinese Association of Education Strategy), Malcolm Grant (Chairman of the UK National Healthcare Service), Michael Crow (President of the University of Arizona), Edward Crawley (President of the Skolkovo Institute of Science and Technology) and Lap-Chee Tsui (President of the University of Hong Kong).

The first day of the meeting of the Council was organized in the St. Petersburg State Polytechnic University. The visit started with a working meeting in the conference hall of the Academic Council. After a brief greeting, A. Rudskoy (Rector of the St. Petersburg State Polytechnic University) told the guests about the history of the university, its academic achievements and future prospects. The guests were shown a film about the Polytechnic University in the English language. The program of the meeting continued with closed sessions between the members of the Council and dignitaries from Lobachevski State University of Nizhny Novgorod, Kazan Federal University, Samara State Aerospace University named after Academic S. The heads of the universities reported to the Council about the course of realization of the competitiveness enhancement project, presented their strategies for further development of the universities within the framework of the Project 5-100 and heard comments and expert opinions of the members of the Council.

An important event during the visit of the Council was the signing of a collaboration agreement between the St. Petersburg State Polytechnic University and the Skolkovo Institute of Science and Technology. This type of academic cooperation suggests multi-area collaboration in various aspects of science and education, and, most importantly, involves the launch of a joint educational program in the sphere of new production technologies. This collaboration project will result in a double-degree program which will start in September of next year.

The second day of the meeting on 18 October was hosted by another participant in the Project 5-100 – the St. Petersburg National Research University of Information Technologies, Mechanics and Optics (ITMO). The meeting began with a closed discussion where the Council discussed the course of realization of the Project 5-100, the key performance indicators of the “roadmaps”, and other issues related to increasing the number of universities wishing to obtain state support in order to enhance their competitive standing in the global education market.

The business program of the event included an introduction of the participants in the meeting to the innovative infrastructure of the ITMO University. The members of the Council were taken on a tour of the Optics Museum of the University. A lecture entitled “History of success: experience of the leading Russian and international scientists in realization of research and development projects and creation of international scientific departments” was arranged specially for the members of the Council. During the lecture representatives of the ITMO laboratories and international institutes demonstrated their achievements.

The program of the event continued with a closed discussion among the members of the Council and management of the ITMO University who presented their plans for further development of the University within the framework of the Project 5-100.

Summing up, the members of the International Council on Global Competitiveness Enhancement of Russian Universities among Global Leading Research and Education Centers noted positive dynamics in the development of Russian universities thanks to the Project 5-100 and expressed their hope to see continued progress and even greater results.
