The first day of work of the Council of Project 5-100 has come to the end in Moscow

March 17, a regular meeting of the Council on Competitiveness Enhancement of Leading Russian Universities among Leading Global Research and Education Centers (Project 5-100 International Council) started in Moscow. The work of the Council is headed by Deputy Prime Minister of the Russian Federation Olga Golodets, Chair of Project 5-100 International Council, and the Minister of Education and Science of the Russian Federation Olga Vasilyeva, who is the Deputy Chairman of the Council.

We highly appreciate the Project results, it is very important for us. Evidence of the significant progress achieved is the growth of indicators, which reflect the competitiveness of Russian universities. These indicators characterize featuring of Russian universities in the global educational space: the increasing share of international students, faculty members and researchers, increasing number of publications and citations in leading academic journals, involvement of our universities in international scientific research. After four years of work, the universities have shown good, consistent results. Five universities were featured in the top-100 subject rankings. All universities have absolute positive dynamics", said Olga Golodets.

The Council includes Russian and foreign representatives of academic community, government officials responsible for reforms in education, internationally recognized experts and researchers of higher education with a high reputation in the international scene.

"Project 5-100 is about giving a sense to admission, increased sophistication and especially – global expected to the universities that have been selected to this project," commented Philip Altbach, Founding Director of the  Boston College Center for International Higher Education (USA).

"If we take the whole group of Russian universities and compare with a group of 21 universities of the Project, they all are moving forward faster or slower, but this group is rapidly moving ahead, leaving others far behind. If we compare it at the international scale, the changes usually take 20-30 years. Just in three years, a very good step was made," said Andrei Volkov, Academic policy advisor of the Moscow School of Management SKOLKOVO and Deputy Chairman of the Council of Project 5-100.

"I think the competition element is extremely important but competition can happen on different levels. Important breakthrough of 5-100 Project has been the element of the strategic units and the projects. And I compare this to what happens in Europe. There we see that very different and complementary channels for competitive funding have developed. So here we have competitive project funding at the national level. But we also have regional competitive funding that open fields to all the universities as well. This means that 5-100 Project can create important spillovers to all the universities in Russia that do not belong to the project and that 5-100 universities can be leading," said Koenraad Debackere, Managing Director of the Catholic University of Leuven.

International Council of Project 5-100 is a permanent advisory body created to consider development issues of leading Russian universities. The role of the Project 5-100 International Council is crucial both in terms of supporting the individual development paths of the Project 5-100 participants, and in terms of developing possible common solutions, effective concepts and strategies that enable universities to move more effectively towards improving their competitiveness. The unique feature of the Council's activity is not only the formal fulfillment of the tasks assigned, but also the substantial work of the Council members on key problems and opportunities for the development of leading universities. The members of the Council visit the Project 5-100 participants to get insights of their work and hold strategic sessions in which mechanisms of promotion and integration of Project 5-100 participants into the international research and education space are discussed.
