Belgorod hosts an inter-university forum “Flagship Universities as Drivers of Regional Development”December 13, 2017
Inter-university forum “Flagship Universities as Drivers of Regional Development” will be held at Belgorod State Technological University named after V.G. Shukov.
1-year review of progress in the implementation of a project “Flagship universities” and a global follow-up of a competitive selection process aimed at setting up university centres of innovation, technology and social development in the regions as part of one of the government priority projects, are scheduled to take place in Belgorod, Russian Federation (13-14 December 2017).
The discussions at the forum would be arranged in an interactive manner and combine various types of sessions, e.g. plenary sessions, roundtables, moderated panel discussions, with the participation of main speakers from different stakeholders, universities (National Research Universities, Federal Universities, Flagship universities, Project 5-100 participants) and major groups, including the private sector.
The discussions will be centred on and cover topics such as regional development and the role of universities, priorities and models of collaboration between flagship universities, regional authorities and industrial partners, involvement of universities in addressing the issues of sustainable socio-economic development of the Russian Federation, its constituent and municipal entities.
Leading experts, representatives of universities and government bodies will discuss flagship universities’ management practices in terms of cooperation with regional authorities and development of regional engagement agenda , training and competence development for universities’ managers and employees, cooperation challenges and instruments of fostering science, technology and innovation, and social development, transformation of universities into new generation of social innovation centers, best practices in developing technology-based entrepreneurship by universities.
A special event for management teams of regional universities that are planning to implement a flagship regional university model, dedicated to model characteristics and key parameters of the flagship university development program will take place. The administration of leading universities – Project 5-100 participants - is expected to participate in the event. They include TSU (Tomsk State University), KFU (Kazan Federal University), UrFU (Ural Federal University), BFU (Baltic Federal University) and FEFU (Far East Federal University).
A special program for the youth on the project management, practical-driven innovation and entrepreneurship activities, including social and studententrepreneurship, will be organized on the sidelines of the Forum.
An exhibition on strategic projects of Russia’s flagship universities will be organized by FSAEI “Sociocentre” during the Forum. The exhibition will present the latest developments, scientific achievements and innovation technologies of 33 flagship universities, aimed at supporting the development of constituent entities of the Russian Federation by providing the local labour market with highly qualified specialists, addressing the pressing issues of regional economy, implementing education and innovation projects in collaboration with regional authorities and business.
14 December, the second day of the event, will be dedicated to summing up and announcing the results of the selection of university centres of innovation, technological and social development as part of implementing the priority project “Universities as Innovation Drivers”. The aim of creating university centres is to involve universities in addressing the issues of sustainable socio-economic development of the Russian Federation, its constituent and municipal entities.
In October 2016 the priority project “Universities as Innovation Drivers” was launched aimed at ensuring that top Russian universities are globally competitive, which is mainly related to implementing Project 5-100 as well as creating university centres of innovation, technological and social development in constituent entities of the Russian Federation.
Therefore for the Russian Government it is not simply a matter of increasing the number of Russian universities in the number-one position chimes or rubbing shoulders with the world’s best institutions in the world university rankings but providing the type of high-quality competitive network conducive to successful employment outcomes and doing most to foster research and innovative teaching, and nurture relationships with industry. It believes that making universities more competitive is one of the priorities of their development as competitive universities and the Russian education system as a whole are a key to ensuring that the country has more potential competitive advantages both in terms of innovative economy and increasing the quality of life of its population.
The event has been organized by the Ministry of Education and Science of the Russian Federation and the National Foundation for Labour Force Training.
Representatives of the media, leading universities, project teams of flagship universities and student project teams participating in the flagship university development program are invited to participate in the event.
